The Minister of Health of the Russian Federation Mikhail Murashko visited medical institutions in the Belgorod and Kursk regions on a working trip.
A new infectious diseases hospital is ready to open in the Belgorod region, which will enable to provide the necessary medical care to patients with an infectious profile, including the conditions of an increase in morbidity.
— During the pre-pandemic period, there were many patients with pneumoniain general therapeutic departments or pulmonological departments which must be separatedfrom those patients with bronchial asthma on treatment, . Therefore, today this center has the opportunity to receive patients with different infections — at different periods of the year we face different problems — and to exclude patients from entering the therapeutic profile departments, thus, to provide full assistance here,” said Mikhail Murashko, Minister of Health of the Russian Federation.
The available areas of the new infectious diseases center allow providing additional beds if necessary, which will enable to maintain planned care for patients with non-infectious diseases.Besides, the center is equipped with a 20-bed intensive care unit. It is also a structural unit of a multidisciplinary hospital, which allows to provide all the necessary assistance to older patients with combined diseases.
—That is why the center meets all modern requirements and modern challenges. During the pandemic, we were faced with the fact that it was necessary to close some part of the beds, to repurpose it, today it is absolutely safe to provide both assistance without postponing it for a later period,” said the Minister of Health of the Russian Federation.
Field hospital in the border area
The Head of the Ministry of Health of Russia together with the Governor of the Belgorod Region Vyacheslav Gladkov visited the field hospital of the Federal Center for Disaster Medicine of the Ministry of Health of Russia, situated in the border area of the Belgorod region.
Emergency care and primary diagnostics are provided in the field hospital and patients are routed to medical institutions if necessary.
The field hospital has a multidisciplinary team of medical specialists, it is well equipped with the necessary devices and medicines. The Minister spoke with the staff of the field hospital and asked them if there was a need for additional medicines and equipment. “There is enough of everything,” the doctors said.
— Today we have allocated additional resources. Planned and emergency medical care should be provided to everyone. Therefore, specialists of the Ministry of Health of Russia and the FMBA are constantly working and we have additionally sent therapists, surgeons and resuscitators who help to provide medical care to infectious diseases. For example, 159 children have already been born, almost 400 pregnant women have been assisted. The number of patients who have received medical care is already more than 200 thousand. The Russian Federation has allocated additional funds for medical supplies and for emergency care,” the Minister told the reporters.
He also noted that the humanitarian mission is one of the priorities of our country.
— We have already delivered more than five thousand tons of medicines to the LPR and DPR in recent years. Our specialists also help — they carry out telemedicine consultations, take on serious patients and children who need high—tech assistance, among other things,” Mikhail Murashko said.
Primary health care and modernization program.
During the working trip, the Minister also visited polyclinics and paramedic-obstetric stations built or repaired, as well as provided with new medical equipment as part of the primary health care modernization program. Programs of modernization of primary health care are implemented in the regions in close cooperation with the executive authorities of the subjects.
— First of all, the modernization of the primary care is a change in general approaches to patient management, improving accessibility and work on the prevention of morbidity and Tuesday prevention in patients with chronic diseases, prevention of exacerbation and more severe course. Therefore, everything that happens within the framework of modernization — a change in the material and technical base, approaches to digital transformation – is actually a transition to proactive patient management,” Mikhail Murashko said.
He noted that over the past year, 14 facilities have been built in the Belgorod region, two more have undergone major repairs. It is planned to build 30 healthcare facilities in 2022.
— There is a public transport stop near every healthcare facility — this is very important for accessibility. High-quality landscaping has been done around each healthcare facility, opportunities for visiting people with limited mobility have been made, comfortable and convenient areas for children, wheelchair parking, car parking for those who come by private vehicles have been provided. Computers and the information system with the possibility of conducting telemedicine consultations are connected to each FAP, all equipment is supplied digitally,” the Minister explained.
Even now, the possibility of telemedicine consultations is available to doctors of polyclinics of the Belgorod region. In addition, polyclinics have resources for storing digital video images.
— A doctor working directly in the office can turn not only to film media when working with images, but also look at the image or snapshot directly in digital form and compare it with previous images, — the Minister explained.
In the Kursk region, digital technologies are being introduced in primary health care, including paramedic and obstetric centers. First of all it is about connecting medical devices to the Internet, electrocardiographs in particular, and also provides access to a digital medical history.
The renewal of medical institutions within the framework of the primary health care modernization program makes it possible to make medical care accessible and comfortable for patients, and also makes it more effective.
— Today, in the Kursk region, we see that this is starting to work: when risk groups and dispensary observation groups are formed. They should be managed in a separate order, invited for preventive examinations and visits, as well as received timely vaccination. There will be a period of rising flu incidence ahead in autumn and risk groups should be the first to receive the vaccine,” Mikhail Murashko said.
