RECTOR OF KSMU TOOK PART IN THE BOARD MEETING OF RECTORS OF RUSSIAN MEDICAL AND PHARMACEUTICAL UNIVERSITIES

On June 24, the general meeting of the “Council of Rectors of Medical and Pharmaceutical Higher Education Institutions” Association was held. The main topic of the agenda is the organization of the admission campaign in 2022 and the development of the Russian system of higher medical education in the context of leaving the Bologna process.

The meeting was attended by Deputy Minister of Healthcare of Russia Tatyana Semenova, Director of the Department of Medical Education and Personnel Policy in Healthcare of the Ministry of Health of Russia Lyudmila Letnikova, Deputy President of the Russian Academy of Education Gennady Onishchenko, President of the National Medical Chamber, Co-Chairman of the central headquarters of the “All-Russian National Front” Leonid Roshal.

Deputy Minister of Health of the Russian Federation Tatyana Semenova noted the readiness of medical universities for the beginning of the academic year and reported on the development of amendments to Federal Law No. 273 “On Education in the Russian Federation” in terms of tightening licensing requirements for companies that provide services in the field of additional professional medical and pharmaceutical education. Legislative work is underway to modernize employer-sponsored education and admission, reconsider the nomenclature of specialties in residency. Semenova thinks that educational work and teaching of the history of medicine and Russia are of particular importance now. The Deputy Minister drew attention to the need to take on the challenges of the time — to ensure a technological breakthrough and quick victories in the implementation of scientific achievements in clinical practice. The project of the Ministry of Health of the Russian Federation “Medical Science for a Human” is aimed at solving these problems.

Lyudmila Letnikova, Director of the Department of Medical Education and Personnel Policy in Healthcare of the Ministry of Health of Russia, told the Council of Rectors about the peculiarities of the admission campaign in 2022. According to the Decree of the President of the Russian Federation No. 268 of May 9, 2022, it is necessary to strengthen the protection of personal data of applicants and provide admission quotas for the education of citizens of the Donetsk and Lugansk People’s Republics, as well as citizens of Ukraine who have arrived in Russia. Resolution of the Government of the Russian Federation No. 434 dated March 21, 2022 defines the peculiarities of admission of these citizens to postgraduate studies. State-funded places and reference numbers of admission in “Public Health” specialty were supplemented. There is a “Digital Documents Online” super-service — the pilot project is being tested with the participation of 16 universities, including KSMU.

The Rector of the Pacific State Medical University Valentin Shumatov and the Rector of the First St. Petersburg State Medical University named after Academician I.P. Pavlov Sergey Bagnenko prepared a report on the prospects of the Russian system of higher medical education in the context of leaving the Bologna process. Following the discussion of the directions of medical education development, the Council of Rectors formed two working groups. The first one will develop proposals for the preparation, retraining and accreditation of academic teaching staff, the second — for the sustainable development of Russian scientific journals.
